Except for the listed declarant, association, or owner-executed amendments, the declaration may be amended only by owners of units to which at least 67 percent of the votes are allocated (or any larger majority the declaration specifies). Unanimous consent is required to create special declarant rights, increase the number of units, or change unit boundaries, allocated interests, or permitted uses, except as this section provides. A challenge must be brought within one year after recordation.
