DCA must take calls and written complaints, record a listed set of facts (names, whether the owner got the governing documents, what happened, whether remedies in the documents were exhausted), and send the complaint to the other side. By January 31 each year it reports the data to the Governor, the General Assembly, and a redacted public website. DCA may not write regulations on association governance and may not serve as an arbiter in owner-association disputes. There is still no public roster of South Carolina associations.
