Unpaid common-expense assessments are a lien on the apartment, junior only to tax liens and recorded mortgages. The board may foreclose it like a mortgage, collect a reasonable rental after filing, and have a receiver appointed. A mortgagee or other purchaser who takes title at a mortgage foreclosure is not liable for assessments that accrued after that mortgage was recorded and before that purchaser took title — those sums become common expenses of everyone, including the new owner. There is no Florida-style six-month super-lien.
