Unless the declaration says otherwise, the association may adopt and amend bylaws and rules, adopt budgets and impose assessments, hire and discharge managers, sue in its own name, regulate the common elements, buy and convey property (common-element conveyances follow §312), grant easements, impose charges for late payment, and after notice and an opportunity to be heard impose reasonable fines for violations. Several of these powers also apply to pre-1991 condos.
