The board generally acts for the association. Within 30 days after adopting a proposed budget the board sends it to owners and sets a ratification meeting; the budget is ratified unless a majority of the owners present, in person or by proxy, reject it. A declarant may reserve a period of declarant control, but owners must elect at least 25 percent of the board after 25 percent of the units are sold and 33⅓ percent after 50 percent are sold, and declarant control ends no later than 60 days after 75 percent of the units are conveyed (or the other limits in this section). After transition, owners elect a board of at least three members. Owners may remove any non-declarant board member, with or without cause, by a two-thirds vote.
