Without a majority of a quorum of members, the board may not raise regular assessments more than 20 percent over the prior year, or levy special assessments that in the aggregate exceed 5 percent of budgeted gross expenses. Quorum for this vote is more than 50 percent of the members. Affordable-housing units in associations whose original declaration was recorded on or after January 1, 2025 have a tighter cap (AB 572).
