Unless the articles or bylaws require a greater or lesser number, a members' quorum is 10 percent of the votes entitled to be cast. The Condominium Act and the Property Owners' Association Act default a member quorum at more than one-third, so an association under either Act uses that number unless its instruments set a different one the Act allows.
