Unless the instrument or bylaws say otherwise, a member-meeting quorum is persons entitled to cast more than one-third of the votes, measured at the start of the meeting. Unless they specify a larger percentage, a board quorum is persons entitled to cast one-half of the board's votes. Same numbers as the Condominium Act, but only for a community that elected in.
