The bylaws must cover elections (at-large; at least one-third of seats expire each year; board terms no more than 2 years), a proposed annual budget to every owner at least 25 days before the board adopts it, and a 115-percent assessment cap: if the year's regular and special assessments would exceed 115 percent of last year, owners with 20 percent of the votes may petition within 21 days and force a meeting within 30 days — the budget stands unless a majority of all votes reject it. The board meets at least 4 times a year. Every board meeting is open except a listed closed-session list (litigation, hiring, rule violations, and similar). Owners may record open portions. Notice to board members at least 48 hours; posting in entranceways, elevators, or other conspicuous places at least 48 hours. Special board meetings: president or 25 percent of the board.
