Until the association authorizes an assessment, the declarant pays all common expenses. After that, assessments are made at least annually on a budget. The lot owner is personally liable for assessments levied during ownership. Three months of unpaid common-area assessments in any eight-month period, after delinquency notice, lets the association accelerate 12 months and file a statement of privilege; preservation and enforcement follow Part III of this Chapter (R.S. 9:1145 et seq.). Limited-common and benefited-lot expenses may be assessed only against the lots that use them.
