Communities of more than 25 lots must send a proposed annual budget to lot owners. Within 30 days after adopting a proposed budget the board sends a summary (including reserves) and sets a ratification meeting 10 to 60 days later. A majority vote (or any greater declaration vote) ratifies it; if it fails, the last ratified budget continues. Special assessments use the same ratification path unless two-thirds of directors present and voting declare an emergency, in which case the assessment is effective immediately, owners are promptly notified, and the money may be spent only for the voted purpose.
