The association maintains, repairs, and replaces the common elements and assesses the owners for the cost. Each owner maintains the unit and must give access reasonably needed for common-element work. Owner-caused uninsured damage can be charged back. For claims of $500 or less the bylaws may use an adjudicatory panel; liabilities assessed against an owner are assessments secured by the §3-116 lien.
