Unless the declaration sets a specific procedure, a hearing before the executive board or an independent owner panel is required before a fine or a suspension of privileges. The owner gets notice of the charge, a chance to be heard, and notice of the decision. A fine may not exceed $100 for the violation, then $100 per day starting more than five days after the decision. Fines are assessments secured by the §3-116 lien. Appeal from a panel to the full board is 15 days. Also applies to pre-1986 condos.
