The association meets at least once a year. Special meetings may be called by the president, a majority of the executive board, or lot owners with 10 percent of the votes (or any lower bylaw percentage) — half the 20 percent condo threshold. Notice is 10 to 60 days, hand-delivered, prepaid U.S. mail, or email to an address the owner designated in writing. The notice must state time, place, and agenda (including the general nature of any proposed amendment, budget change, or removal). At regular intervals the board must let owners attend a portion of a board meeting and speak, with reasonable time limits. Robert's Rules apply unless the bylaws say otherwise. Also applies to pre-1999 planned communities unless the instruments say otherwise.
