Unless the bylaws provide otherwise, an owners' meeting has a quorum if persons entitled to cast 10 percent of the votes that may be cast for the executive board are present in person or by proxy at the start — half the 20 percent condo default. Board quorum defaults to 50 percent. If there is no quorum, the meeting may adjourn; the next meeting's quorum is half of the last requirement, and it keeps halving until business can be conducted.
