Governing documents (declaration, master deed, bylaws, and amendments) must be recorded in the county where the property sits to be enforceable. Rules and amendments are effective on adoption but must be recorded by January 10 of the following year to stay enforceable, and they must be accessible to members (conspicuous posting, association website download, email, or another method the bylaws use that actually reaches people).
