Unless the articles or bylaws require a greater or lesser number, a members' quorum is 10 percent of the votes entitled to be cast. A horizontal property regime's bylaws must require at least 51 percent of basic value to adopt decisions (§27-31-160(b)), so the regime number overlays this 10 percent default.
