Before adopting, amending, or repealing a rule the board must give all lot owners notice, the text, and the date it will act after comments. After the vote it notifies owners again. Rules must be reasonable. A flag-of-the-United-States rule must be consistent with federal law. Residential-use rules may only implement the declaration or police behavior that violates it or adversely affects others.
