To exercise a reserved development right the declarant records an amendment that numbers new lots and reallocates expenses, surplus, and votes. The right to add land may be exercised only within 7 years after the initial declaration (tolled by a pending subdivision application; clock restarts when the plat is recorded). After a lot is sold to an unrelated purchaser, the declarant may not withdraw land except on a supermajority vote, and may never withdraw land already transferred to the association.
