Plats and plans are part of the declaration. Separate plats and plans are not required if one instrument holds everything this section demands. Contemplated improvements shown on a plat must be labeled MUST BE BUILT or NEED NOT BE BUILT. Plat certification is by a licensed surveyor; plan certification by a licensed surveyor, architect, or engineer. After exercising a development right, the declarant records new plats and plans or new certifications.
