Unless the bylaws provide otherwise, an owners' meeting has a quorum if persons entitled to cast 20 percent of the votes (10 percent if the association has more than 1,000 unit owners) are present in person or by proxy at the start. A board quorum is 50 percent of the board votes unless the bylaws set a larger percentage.
