Effective 1 January 2027, a person living in an owners' development who claims damage from the association's action or inaction may file a written complaint with the SOS within 180 days. Filing automatically stays collection of the fines or fees that are the subject of the complaint until the hearing officer's conclusions (the officer may extend the stay 15 days). The SOS FAQ: complaints may be submitted now, but no action is taken until 1 January 2027.
