The board meets at least 4 times a year. A contract with a current board member, or with an entity in which the member or immediate family has a 25 percent interest, needs notice to members within 20 days; 20 percent may petition within 20 days for an election to approve or kill it. The board may levy reasonable fines after notice and an opportunity to be heard. Manager collection fees may be added to an owner's account only if they are in the management contract and the instruments specifically allow it. Records — instruments, rules, a chronological account of receipts and expenditures, contracts and leases, 7 years of minutes, 1 year of ballots and proxies (on a proper-purpose statement), other nonprofit-act records, and any reserve study — must be available at convenient weekday hours.
